generally speaking, if you're doing the fully decoupled walls - do a properly decoupled ceiling - i.e. the inner walls are load bearing and the ceiling is part of that overall mass boundary. resilient channel or clips + hat channel are less effective. consider making the exterior boundary with somet...

the spacing should be determined by the acoustic behaviour. so if the 3" space works - ok, if not, does it work better at 4" or 6"? thus the short chain trick to make it adjustable. a soft plastic tube around the chain to keep it stable and limit any vibration.
